Makadara parliamentary aspirant Irungu Nyakera has called for an honest national conversation on the Constitution, raising questions about public finances, presidential powers, devolution, political accountability and the country’s anti-corruption framework.
Nyakera, who is seeking the Makadara parliamentary seat on the Democracy for Citizens Party (DCP) ticket in the 2027 General Election, made the remarks as Kenya marked 16 years since the promulgation of the 2010 Constitution.
In his assessment, Nyakera argued that the anniversary provides an opportunity for Kenyans to examine what has worked under the Constitution, what remains unimplemented and what should now be changed to improve governance and service delivery.
He questioned whether Kenyans are being overtaxed and whether government borrowing and expenditure are sufficiently aligned with priorities such as employment, healthcare, education, water and economic opportunities.
Nyakera also raised concerns about the protection of citizens’ rights, asking whether Kenyans are genuinely free to protest, speak and challenge government without fear.
On the balance of power, the Makadara aspirant questioned whether Parliament, the Judiciary and independent institutions have sufficient capacity to check the Executive and prevent excessive concentration of presidential power.
He further called for a review of devolution and questioned whether county governments are delivering sufficient value to citizens at the grassroots.
On political reforms, Nyakera backed implementation of proposals contained in the NADCO report, including the proposed offices of Prime Minister and Leader of the Official Opposition, electoral reforms, greater inclusivity and implementation of the two-thirds gender rule.
He also warned against any attempt to extend presidential tenure or weaken the constitutional two-term limit, arguing that the safeguard should remain protected.
The Makadara aspirant further questioned whether the Ethics and Anti-Corruption Commission should be fundamentally restructured as part of a broader review of Kenya’s anti-corruption framework.
Nyakera maintained that constitutional reform should not be feared where experience demonstrates that changes would genuinely benefit Kenyans.
However, he cautioned that constitutional amendments should never become a tool for protecting the interests of individuals or political leaders in power.
