Education Cabinet Secretary Julius Migos Ogamba has recommended disciplinary action against the principal of Alliance Girls High School over an unauthorized fees structure, while also calling for the dissolution of the school’s Board of Management.
In a letter dated April 29, 2026, addressed to the Teachers Service Commission (TSC), Ogamba said an investigation by the Ministry of Education established that the principal, Margaret Njeru, oversaw the implementation of illegal levies that significantly increased the cost of schooling.
“The unauthorized fees structure has imposed on parents and guardians a financial burden of KSh 120,179, which amount is over and above the figure sanctioned by the Ministry of Education, of KSh 53,558,” the letter states.
The Ministry found that the additional charges were introduced without the approval of the Cabinet Secretary, in violation of the Basic Education Act, 2013.
It also cited broader financial mismanagement, including the adoption of a budget containing “non-essential and unrealistic expenditure items.”
In a separate letter to Regional Director of Education Sabina Aroni, Ogamba revealed that an assessment by the Ministry’s Quality Assurance and Standards Directorate recommended the dissolution of the school’s board.
According to the report, the Board of Management approved expenditures that contributed to the inflated fees, including allocations for moral and spiritual activities (KSh 1.1 million), annual trips (KSh 16 million), prize-giving ceremonies (KSh 13 million), vouchers and exam-related costs (KSh 5 million), and airtime and administrative allowances (KSh 3 million).
“The Board of Management failed in its duty to guide on prudent management of financial resources,” Ogamba stated. He cited a board meeting held on October 16, 2025, where approval was granted for a KSh 25 million five-day staff trip to Dubai, with school management tasked to bridge a funding gap of KSh 13 million.
Ogamba directed Aroni to escalate the findings to the relevant authorities for further action.
“By this letter, you are required to bring the subject report to the attention of the County Education Board for consideration and appropriate recommendations… in line with the provisions of the Basic Education Act, 2013,” he said.
The Cabinet Secretary urged the TSC, through Acting CEO Evaleen Mitei, to take appropriate disciplinary measures against the principal for failing to comply with the law and government policy.
The Ministry said it remains available to provide additional information to support both the disciplinary process and further administrative action, as scrutiny intensifies over school fee practices in Kenya.
